    Dear Parents/Guardians:

There appears to be a misunderstanding regarding specific District responsibilities relating to school-based referral for behavioral health services. The following provides essential facts:

Firstly, Blue Ridge is not obligated to make referrals. Next, schools cannot refer students for services unless the District has adopted a policy that provides such approval. Our District has no policy to grant such authorization to our schools. Furthermore, per our legal counsel, the relevant portion of the Arizona Revised Statute (A.R.S. 36-3436.01) applies to this issue as follows:

"School-based behavioral health services; referrals; requirements; annual report"  requires that "Before a school provides school-based referrals for behavioral health services to a contracted behavioral health services provider either pursuant to the children's behavioral health services fund established by section 36-3436 or for services provided through the Arizona health care cost containment system, the school district governing board or charter school governing body shall adopt policies relating to school-based referrals..."

Importantly, students receiving services under their 504 or Individual Education Plan (I.E.P.) continue to get the necessary help at school from a Blue Ridge employee or other qualified professional with whom the District has contracted.

Finally, parents/guardians may elect to have their children receive outside services after school hours or during the school day by following the District's recently established practices and procedures. I appreciate your consideration. Don't hesitate to contact your school principal if additional information is required.

    Respectfully,

    Dr. Michael L. Wright
